In line with the Juncker Plan objective of bringing more transport infrastructure projects to the market, two years ago the European Investment Bank launched the credit enhancement initiative. Under this initiative the EIB is enabled to support bond issuers in achieving investment grade rating for new project bonds. This will provide additional liquidity to the issuer if required, as well as act as a first loss tranche in case of default.

The Sas van Vreeswijk consortium, which includes Sas Invest B.V., BESIX Group, RebelValley, Jan De Nul and Heijmans, reached financial close in February 2016 for the Beatrix lock PPP in the Netherlands, securing senior debt from BNG Bank, DekaBank and KBC. The Consortium was selected as the preferred bidder only in November 2015.

The design of new developments needs to make the ground floor, used by all those who enter the building, as attractive and uncluttered as possible. Steer Davies Gleave has been working with architects to move as many facilities as possible out of sight and into the basement.

Modern developments rely on the activity of their users to generate income and to attract custom. Their operation and servicing needs to be efficient, effective and, if possible, invisible, but how can the relevant facilities be provided without reducing the attractiveness of the ground floor?

Società Aeroporto Catania (SAC), Catania Airport’s management company, appointed Steer Davies Gleave to develop a new visual identity for the Airport to be applied to the various customer touch-points. The brief was to define a unique brand for the airport to increase awareness and communicate more effectively with all its user groups, leisure and business travellers. The brand is also set to become a unifying element for the various companies operating directly and indirectly in the airport.

On 26 January 2016, the BAM PGGM Iridium consortium reached financial close on its N25 New Ross Bypass PPP in Ireland.  Construction will be undertaken by a BAM Civil Ltd and Dragados Ireland Ltd joint venture and will start in March 2016. The road is expected to be operational in January 2019.

Although Delhi’s experiment with the odd-even number plate scheme is only a week old, it is already proving to have a noticeable effect on congestion. However, the impact on air quality will require the scheme to operate for a longer period.

The alternate approaches used in European cities like London, Milan and Stockholm show that implementing a congestion charging scheme has a positive effect on road user behaviour leading to a better quality of life for residents. However, it also poses challenges for decision makers, technicians, the private sector and users.

Increases in oil production and lower projected global demand growth for crude oil have contributed to declines in fuel prices, beginning in June 2014 and falling 70% to the lowest point in January 2016. However, the impact of changing fuel prices is not uniform across transportation modes. For instance, in India, retail fuel prices have declined by only 20-25% as a result of the central government increasing the excise duties to shore up its fiscal performance.
