The ‘A-Model’ is a series of landmark pilot projects, launched by the German federal government to evaluate the suitability of Public Private Partnership (PPP) contracts in procuring motorway widenings.
Our role
The Autobahnplus consortium recently won the first 'A-Model' PPP contract to widen and operate the heavily-congested A8 motorway between Augsburg and Munich.
Steer Davies Gleave, together with Beratergruppe fur Verkehr und Umwelt (BVU) provided traffic and revenue advice to support the successful consortium’s bid.
How we did it
Using our expert knowledge in forecasting long-term traffic levels for toll roads across the world, we reviewed how demand would change on the A8 over the next 30 years.
When preparing our forecasts, the key challenges were not only to understand how traffic levels would evolve over time, but also to look at how operators would adapt to the truck toll and how the various toll rate incentives would influence their behaviour.
