Due diligence for the Bre.Be.Mi. motorway in Italy

In 2003, the Bre.Be.Mi. consortium won a contract to build and operate a new 60km-long motorway connecting Milan to Brescia in northern Italy.

The scheme, which was the first project finance highway developed in Italy, is being backed and managed entirely by the consortium, with no funding from the government.


Our role

With the project first being proposed in 2001, Bre.Be.Mi. needed sound advice on its current financial direction in order to drive the venture forward.

Steer Davies Gleave acted as traffic and revenue advisors and undertook due diligence of the previous traffic study and financial support in order to develop the new Business Case.


How we did it

We reviewed the original traffic study by analysing the methodology, data and the assumptions that were used and

  • provided forecasts using our own data and knowledge
  • implemented a more detailed network model covering the entire Lombardy region
  • integrated the regional OD matrix with the national motorways OD, and provided several sensitivity tests to value time, tolls and traffic growths.
