Toll advice in Thailand

German-based Walter Bau AG is a construction firm and a former shareholder of Don Muang Toll Rd Co - the company that was concessioned to build and operate the toll road between Bangkok city and the airport.

In 2005/6, the company entered an international arbitration with the Government of Thailand to solve a dispute relating to the implementation of their original and revised Concession Agreements.


Our role

Steer Davies Gleave was appointed as Walter Bau AG’s traffic advisors. We assisted their legal team in preparing the traffic expert’s submission.

Our role included:

  • analysis of traffic data
  • study of the forecast and revenues prepared at the bid stage in the early 1990s
  • generation of ‘what-if’ scenarios to understand how historic events affected traffic flows
  • preparing forecasts for the future

The results were successfully presented to the Tribunal in October 2008. We are now awaiting their decision on any awards.

 

How we did it

Our task was to understand and interpret a large volume of data, documents and complex events from as early as 1990 and present them in a simpler form to the Tribunal.

We used a spreadsheet–based modelling approach that emphasised transparency, clarity and ease-of-testing of various assumptions.

Our outputs were supported by high-quality graphics including 3D movies of traffic flows at intricate interchange points along the toll road.
