The Lekki corridor motorway, running east from Lagos Island, is one of the first successful private finance projects in Sub-Saharan Africa.
The toll road, which is now under construction, offers real potential for upscale development away from the congested mainland area.
Our role
ARM – a local investment manager – won the right to develop a number of infrastructure concessions across the Lagos area – including the Lekki motorway. ARM’s challenge was to turn studies into a viable private investment programme.
Steer Davies Gleave provided investment-grade forecasts on which investors could rely on when making their investment decisions.
How we did it
Steer Davies Gleave reviewed the traffic analysis prepared by South African consultants BKS – and used it as a starting point for the preparation of our own business case.
We drew on our very extensive experience (from studies in Ghana, Ivory Coast and South Africa as well as from more than 300 toll road assessments that we have carried out worldwide) to really think though how potential users would see the new facility.
Based on this understanding, we supported the business case by preparing:
- traffic forecasts
- tolling & revenue analysis and
- toll road operating plans
