Improving Ghana’s air transport links

The Ghana Civil Aviation Authority wanted to provide better and safer journeys for the thousands of passengers flying in and out of Ghana each year.

Our role

Ghana’s limited regional and international air transport services have had a history of failed flag carriers. The Ghana Civil Aviation Authority (GCAA) wanted a review of all aspects of its aviation policy to provide the greatest opportunity for success.

They asked Steer Davies Gleave to find the key policy issues that would have the biggest influence on providing better and safer air transport links to Ghana.

How we did it

Our team was made up of legal, economics and financial experts, who brought invaluable local and international experience to the project. We first undertook a large number of interviews and market data collection to understand the key issues in the Ghanaian air transport industry.

Taking into account the key policy objectives of Ghana’s government, we then outlined a number of options to address arising policy issues such as:

  • airline ownership
  • regulation and legislation
  • industry funding arrangements
  • the institutional framework
  • infrastructure and support service development

The draft final report we produced contained recommendations, priorities and an action plan for implementation. It is currently being reviewed by the steering committee, which consists of representatives from the GCAA, the Ghana Airports Company and the Ministry of Aviation. 

We will then run a stakeholder workshop in Ghana before submitting our final report.
