Our role
Steer Davies Gleave has helped to evaluate the strategic business and policy implications of changes in the aviation sector for clients in Europe, Africa, the Middle East, the Americas and Australasia.
How we did it
We have developed transactional, economic and policy solutions for a range of airports, concessionaires, regulators, government bodies and carriers. These include:
- Advising on the potential economic benefits of the construction of a new airport for the city of Durban, South Africa. We undertook a financial and economic appraisal of the project to obtain South African Treasury approval to proceed.
- Reviewing the impact of Regulation 261/2004 on behalf of the European Commission. The policy introduced common rules for compensation and assistance to air passengers in the event of cancellations, long delays and denied boarding. We evaluated statistical data and records from extensive interviews with stakeholders (airlines, airports, consumer representatives and regulatory bodies). We also made recommendations on how this regulation could be revised.
- Acting as commercial advisers to the financiers for Deutsche Bank and Fraport’s bid for Budapest airport. We reviewed the business plan and business model, which included looking at the proposed economic regulatory framework, air traffic forecasts and level of charges, sources of commercial revenue and operating costs.
- Carrying out a ridership and revenue forecast review and update for a new rail link to Toronto airport. We carried out a range of sensitivity tests to identify the importance of various risk parameters and develop a range of forecasts that can be used by the client and lenders to assess finance-ability for the project.
